The Enterprise and Cyber Solutions (E&CS) Operation within Leidos’ Defense Group is seeking an experienced senior program manager to lead the Special Projects Portfolio for the GIG Service Management – Operations II (GSM-O II) contract. The delivery of new innovations to transform the operations and sustainment of the Defense Information Systems Network (DISN) for Defense Information Systems Agency (DISA) is the centerpiece of the GSM-O II program. As part of this effort, Leidos is migrating key operations capabilities to the AWS GovCloud and introducing new capabilities in data driven operations, software defined networking / automation, artificial intelligence / machine learning, and end to end network visibility. The capabilities will be provided as part of a phased deployment approach. Following the delivery of these key capabilities, additional innovations and special projects will follow as part of the GSM-O II 10 year innovation roadmap.




The successful candidate will report to the GSM-O II Division Manager and will work in close partnership with the GSM-O II Chief Architect and the Special Projects Lead Solution Architect, leading a team of approximately 30 geographically dispersed engineers. While not a direct P&L responsible position, the selected candidate will work in close partnership with the assigned task order program manager to meet cost, schedule, technical requirements, while also meeting allocated revenue and operating income targets. The currently awarded task order is in Option Year 1 of a 5 year Period of Performance (POP) w/ an additional 5 years of expected new options to be awarded in accordance with the GSM-O II IDIQ 10 year POP.



The successful candidate’s primary responsibilities will be:



  • Overall programmatic (cost, schedule, performance) responsibility for the execution of all assigned special projects, as well as supporting successful transition of delivered capabilities to operations.
  • Supporting associated task order financial performance (revenue, operating income, margin) against the Annual Operating Plan, including a focus on maximizing profitability.
  • Communicate critical and time sensitive program-related information directly to the GSM-O II Leadership, or other delegated Government program personnel
  • Perform as key point of contact for client relations and engage regularly to determine priorities based on the Customer guidance
  • Engage with other GSM-O Task Order Managers to achieve synergy and efficiency
  • Create continuously improved service delivery


Qualifications:



  • Active DOD Secret security clearance, and be eligible to obtain and maintain a Top Secret level clearance.
  • BA/BS or equivalent experience and 12+ years of prior relevant experience or Masters with 10+ years of prior relevant experience.
  • 7+ years of experience supervising or leading teams or projects.
  • Prior successful experience leading development programs/projects greater than $25M in value with complex integrated master schedules and defined capability delivery milestones.
  • Experienced with hiring IT/technical talent, managing employee performance, and working with subcontract partner companies to obtain talent and services.
  • Experience shall include regular communications with the supported organization’s senior leadership and direct accountability for managed activities.
  • Previous experience with supporting / leading proposals to achieve on-contract growth.
  • Excellent written and oral communication capability
  • Experience and ability to successfully negotiate and influence others to understand and accept new concepts, practices and approaches. Ability to drive employee culture change and transformation.
  • Must be able to travel 25% of the time
  • Must be able to routinely work and be available during EST hours


Preferred:



  • PMP Certification
  • Experience leading complex IT Digital Modernization projects, including Cloud Migration
  • Prior experienced with DISA and DISA’s support to mission partners
