GENERAL DESCRIPTION
The Staff Support Specialist is responsible for the development, implementation, management and provision of the agency’s staff development program. Using a variety of training methods, the Staff Support Specialist designs, develops and delivers strategic employee learning and development programs including, but not limited to, management and leadership development, onboarding, and career development through various modalities including presentations to large or small groups, e-learning and interactive sessions, etc. Coordinates the Ranger Academy/Bridge Learn (Learning Management System) including serving as an expert to support users, maintenance, updates, and operations. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.


QUALIFICATIONS REQUIRED



  • Graduation from an accredited four-year college or university with major course work in human resources management, business or public administration, organizational development, or a related field. Experience and education may be substituted for one another
  • Experience in public speaking and or providing training
  • Experience using Microsoft Office (Word, Excel, PowerPoint)
  • Experience providing customer service
  • Sign Language: The applicant must have a minimum sign language skill equivalent to a Signed Communication Proficiency Interview (SCPI) level of ADVANCED.

QUALIFICATIONS DESIRED



  • Bachelor’s degree from an accredited college or university with a degree in Human Resources or related field.
  • Three years of Human Resources Experience in a Texas State agency, State University or school district.
  • Experience with Employee Engagement and/or Retention Strategies.
  • Experience using Macintosh computers.
  • Experience using FileMaker Pro.
  • Experience performing data entry.
  • Experience drafting memorandums, formal correspondence, and reports.
  • Senior Certified Professional (SHRM-SCP) or Certified Professional (SHRM-CP) by Society of Human Resources Management.
  • Senior Professional in Human Resources (SPHR) or Professional Human Resources (PHR) issued by Human Resources Certification Institute.
  • Proficient sign communications skills.

SPECIFIC RESPONSIBILITIES


Staff Development Program



  • Works with managers to assess training needs of various levels of staff and develop strategies to provide training, ensuring that training supports agency strategies and goals. Work may include developing and providing training and/or identifying outside sources.
  • Develop, conduct and coordinate employee orientation, staff annual mandatory trainings, or similar programs.
  • Develop and provide training to staff in techniques, policies, procedures, regulations and laws.
  • Develop and provide management level training including Supervisor Training Academy for current and new supervisors.
  • Work with subject matter experts to plan learning objectives, develop content, create materials and determine method of delivery.
  • Works with management to ensure appropriate tracking of CPE and other training of professional staff.
  • Coordinates TSD’s Learning Management System (Ranger Academy), and serves as expert to support users, maintenance, updates, and operations.

Performance Evaluation Program



  • Manages and monitors the agency performance evaluation process.
  • Provides guidance and advises managers to ensure compliance with agency policy and applicable rules and laws.
  • Maintains HR performance evaluation database.
  • Reviews performance evaluation process, recommending changes to policy and procedure as needed to ensure compliance with relevant laws and rules and best fit for agency.

Communication



  • Designs and publishes HR Rangers At Work newsletter
  • Develops ASL videos for Human Resources and the Superintendent’s office to ensure equal access to all staff.


  • NON-ESSENTIAL FUNCTIONS*


  • Maintains documents related to program areas, ensuring appropriate filing and retention in accordance with the agency’s retention schedule
  • Maintains Standard Operating Procedures desk reference
  • Serves as back up to HR Employment and Compensation Specialist
