One current vacancy with the Probation Department in Visalia. This recruitment will establish an employment list to fill current and future vacancies in other departments and locations. The anticipated life of the list is six months
Plan and direct activities necessary to keep accounts and other financial records for a large unit or primary function of a department; prepare accounting reports; analyze and interpret accounts and financial records; maintain accounting records such as general subsidiary ledgers, budget and expenditure, payroll, accounts receivable and payable; oversee the processing of a variety of claims and applications; answer telephone and in-person inquiries providing information on various departmental procedures and functions; use personal computers or main frame terminals; supervise and evaluate the work of Senior account clerk staff members; assist with the selection and training of new accounting and clerical personnel
: Any combination of education and experience that would likely provide the necessary knowledge, skills and abilities is qualifying. A typical way to obtain the knowledge, skills and abilities would be graduation from high school AND four (4) years of responsible experience in keeping or reviewing accounting records, including two (2) years in a supervisory capacity
: Double entry bookkeeping principles and procedures; and general clerical office methods
Skill/Ability to: Plan, organize and coordinate work activities; train and evaluate subordinate employees; communicate verbally to explain and interpret technical accounting information to others; write clear, concise and grammatically correct reports, memos and correspondence; read and interpret legal documents including government codes and agreements; be patient, tactful and courteous in dealing with employees and the public; research, collect and organize material into a manageable form; give oral and written instructions; identify and solve problems; add, subtract, multiply and divide whole numbers, fractions, decimals and percentages; operate computers and related automated equipment
Desirable Employment Standards
Knowledge of: Governmental accounting and related laws and regulation; AFIN or similar accounting software; health care terminology
Conditions of Employment
Possession of, or ability to obtain, an appropriate and valid California drivers license. Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions. Some job classes may also require a physical exam

Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision and life). This benefit is pro-rated and paid on a pay period basis (24 pay periods).
Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).
Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.
Paid Holiday Leave: 12 set days and 1 personal holiday.

3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.
FLSA exempt employees accrue an additional 5 days of vacation per year.
Sick Leave Accrual: 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave. Sick leave buy back program after 3 years of service.
Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.
Disability Insurance: Employees are covered by State Disability Insurance. The premium is paid by the employee.
Deferred Compensation: A voluntary deferred compensation plan is available.
