The Position


Employment Lists shall remain in effect for one year, unless terminated or exhausted. The Employment List generated from this recruitment may be utilized to fill future vacancies while the List remains active.

Position Definition: Performs a wide variety of general duties in City departments; plans, organizes, and coordinates projects; assists with formulation, implementation, administration and evaluation of rules, procedures and regulations; interprets rules, policies and provides assistance to City departments in areas of assigned responsibility; performs related work as required. A high degree of interest in public policy is desirable.

Human Services in the City of San Leandro: The City has recently renewed its effort to address human service needs within San Leandro as a top priority. The City has created a stand-alone Human Services Department that will work collaboratively with public and non-profit organizations to identify and address the most pressing human service needs in San Leandro. These efforts will support the health and well-being of all residents, while addressing the specific needs of residents experiencing disproportionate poor health outcomes. A human services gap analysis has been completed and this position will assist in continuing to assess and monitor needs while implementing intervention strategies.

Supervision Exercised and Received: Exercises general or limited supervision over assigned administrative support staff. Delegates work as necessary to assigned department administrative support staff. Receives general direction from assigned management and/or supervisory staff.




Duties and Responsibilities


Essential Functions: The functions of the classification may include, but are not limited to, the functions below and are subject to changes in operational necessity.




  • Researches public policies, data sets and best practices in human services and compiles information on special assignments that require a high degree of program knowledge, independence, sensitivity and confidentiality;
  • Drafts, coordinates, and prepares letters, reports, grants, charts, and other documents containing complex or confidential information and provides recommendations;
  • Performs highly responsible liaison with high level management, officials, media and representatives of agencies; makes presentations and disseminates information; assists with public relations;
  • Triage referrals and coordinate with local public and non-profit organizations;
  • Coordinates and oversees human services' programs, events or operations; develops and distributes materials and correspondence related to program areas;
  • Develops and maintains partnerships with community-based organizations, government agencies, and funders;
  • Staffs City department commissions;
  • Follows all safety rules and protocols included in the Injury and Illness Prevention Program; takes appropriate action as required to identify and correct safety hazards and report safety concerns to their supervisor;
  • Prepares and participates in the preparation of the department's annual budget, including analysis and estimate of expenditures; analysis and projections of revenue; review of intra-department requests and sub-budgets; recommendations for allocations of funds and personnel; review and consultation with department management staff;
  • Coordinates departmental activities with those of other City departments, including follow-up on projects assigned to other departments;
  • Represents the department in management, fiscal, program, and personnel matters to the other departments and outside agencies, boards, commissions and offices;
  • Performs required duties under the City's disaster response plan; and
  • Assists in the completion of grant applications and performs grant administration.

Qualifications


Minimum Qualifications

Knowledge of:
Administrative practices and procedures especially in municipal government;

Principles and methods involved in program development and implementation;

Departmental operations, goals, policies and procedures;

Proper English usage including spelling, grammar, syntax, punctuation and vocabulary;

Principles and practices of budgeting and business arithmetic;

Pertinent rules related to grants administration; and

Organization and function of public agencies including the role of an elected Mayor and City Council and appointed Boards and Commissions.

Ability to:
Plan, organize, and coordinate projects and programs;

Organize work, set priorities, meet critical deadlines and follow-up assignments with a minimum of direction; as well as use initiative and independent judgment within established guidelines;

Continually comprehend all aspects of dynamic job; intermittently analyze work assignments, correspondence and special projects; analyze technical and numerical information; observe and problem solve operational and technical policies and procedures;

Analyze technical and numerical information; interpret ordinances, rules, regulations, policies and procedures; analyze, interpret, and apply administrative procedures and regulations; develop and implement policies and procedures;

Use the computer in the routine performance of day-to-day assignments;

Type a minimum net speed of 35 words per minute; and

Utilize an electronic calendaring system; implement the system as well as train administrative and support staff in its use; and

Use appropriate office and computer equipment and applications.

Experience and Education Guidelines: Any combination equivalent to experience and education that would most likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Education: Associate of Arts degree from a community college or equivalent course work in human services, public policy, public health, business administration, public administration, management and supervision, or a closely-related field. A Bachelor's degree or Master's degree is preferred.

Experience: Four years of responsible experience providing complex research and human services technical assistance to staff and management personnel; experience in a public sector is highly desired.

Licenses/certifications/other requirements: Must be willing to work such hours as are necessary to accomplish the job requirements; travel to attend meetings, seminars, conferences and provide support at various City locations. Classification requires the possession and continued maintenance of a valid class "C" California driver's license.

Must pass a comprehensive background check (when assigned to the Police Department).

Possession and maintenance of specialized credentials, certifications or licenses, at the time of hire, may be required depending on the assigned functions.

Conditions of Work: During the course of performing the functions of this position, the employee may encounter the following conditions:

Working indoors, computer monitor use, working alone or with other individuals.

SELECTION PROCESS

1. Application review. All applications will first be reviewed for minimum qualifications. A limited number of the best qualified applicants will be invited to participate in the next step of the selection process.

2. Structured Interview and/or Practical Exercise (weighted 100%). Candidates must achieve a passing score of 70% or higher on each weighted part in order to be placed on the Eligible List. Interviews/Written Examinations are anticipated to be scheduled during the week of July 11, 2022. No make-up dates will be offered.

3. Departmental Interview. Top scoring candidates on the Eligible List will be invited to interview with the department hiring manager and/or team members. This date is to be determined.

4. Job Offer. The selected candidate will receive a conditional job offer, subject to passing pre-employment conditions which may include, but is not limited to, background check, criminal history check, medical, and verification of a valid California driver's license. If a pre-employment condition is not successfully met, the City reserves the right to rescind a job offer.
