Constellation West is currently seeking the following:


Business Development/Capture Manager with proven results within the Homeland Security and Federal Civilian market. The individual will be a key driver of growth and expected to work within a dynamic team environment. The ideal candidate must have the initiative to both identify new business opportunities, develop solutions, and move captures from initiation through the proposal phase.


Working in concert with BD and Operations resources, the ideal candidate will be comfortable driving the strategy and preparation of opportunities from Pursuit through Submission and Award. Exceptional communication, organizational, and strategic-thinking skills are vital to this position, driving success across the entire capture lifecycle. This position is ideally envisioned for a proven, experienced capture professional with the willingness and ability to take on any element of the capture lifecycle (from bid strategy to proposal management).





Job Requirements:



  • Lead and manage the overall capture development process for assigned opportunities
  • Ensure bid, teaming, pricing, and proposal strategies are developed, approved, and executed
  • Interpret technical and management requirements of Federal Government procurements
  • Participate and drive Solution Development sessions
  • Provide guidance to members of the team to ensure consistent application of overall bid strategy
  • Facilitate and lead all relevant capture and proposal sessions, especially prior to RFP release
  • Support the development of white papers, RFI responses, internal artifacts, and proposals as needed to ensure win themes, benefits, and discriminators
  • Maintain a forward-leaning posture that is always willing to wear extra hats as needed to help the team submit well-conceived, well-articulated, compelling, and winning bids
  • Be accountable for a successful capture
  • Meet with the customer as needed
  • Outline a pursue decision
  • Prep and brief gate reviews
  • Update as required the Position to Win
  • Develop and monitor Bid and Proposal (B&P) budget for corporate senior leadership approval
  • Structure the overall approach and capture plan
  • Identify and coordinate appropriate past/present performance references/citation solicitation
  • Market the company/team
  • Response to RFIs/Sources Sought
  • Establish the team
  • Coordinate NDAs/TAs
  • Gather market intelligence
  • Attend pre-proposal conferences or industry days and coordinate information with the Win Center and Program Manager
  • Lead team calls
  • Set the price to win; work with Finance/Pricing to develop the cost model
  • Participate in the development of staffing plans
  • Identify win themes
  • Support the Proposal Manager and seek support as needed
  • Coordinate corporate resources and teammates
  • Lead or assign external lead for team reviews: Black Hat Review, Pink Team, Red Team, Gold Team
  • Communicate proposal status and resource requirements to corporate leadership
  • Facilitate communication across technical, programmatic, and cost elements of the team, both corporate internal and external
  • Check the proposal for compliance
  • Provide strategic insight into specific DHS market components to assist in differentiation on targeted captures

Required Skills and Experience:



  • Bachelor’s Degree and 5+ years of related work experience in the Federal Government contracting industry in a Business Development, Capture, and/or direct client support role – additional experience will be considered in lieu of degree
  • Understanding of and experience with Federal Government procurement practices
  • Experience with DHS component agencies
  • Ability to support a broad range of captures, from quick turn task orders, to large scale and complex IDIQ or GWAC bids
  • Strong writing skills, and proven experience reviewing, writing, and editing capture and proposal content
  • Experience with bid, pricing, teaming, and proposal strategy development and execution
  • Excellent time management skills with the ability to handle multiple tasks and meet all deadlines
  • Proven ability to win proposals in a competitive environment
  • IT and/or Cyber background is a plus

Tools & Software Experience: Microsoft Office Suite, SharePoint


Education: Bachelor’s Degree desired but not required


Security Clearance: Preferred
