Summary


About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located with JIATFS on the Naval Air Station - Key West, FL. Responsibilities


  • Serves as the Communication Intelligence (COMINT) Specialist for the JIATFS Tactical Support Group (TSG).
  • Maintains liaison with personnel assigned to other intelligence organizations and agencies.
  • Develops and coordinates COMINT activity in support of the JIATFS mission and national counter-narcoterrorist related objectives.
  • Participates in interagency conferences as required. Provides written products and oral presentations reflecting technical and analytical competence
  • Provides written products and oral presentations reflecting technical and analytical competence.
  • Provides timely value-added intelligence support, orally and in writing, to the intelligence community, intelligence watch, and analytical cells.
  • Maintains current knowledge of criminal geography, operator characteristics and communications procedures.
  • Maintains a basic knowledge of radio wave propagation and radio frequency utilization.
  • Collaborate with host nation partners in the Spanish language.

    • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
    • Two year trial/probationary period may be required.
    • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
    • Must perform Temporary Duty (TDY) travel up to 15% of the time in CONUS and OCONUS in order to participate in interagency and IC conferences and meetings.
    • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI).
    • Fluency in the Spanish language is required.
    • Shift work is required to include nights, weekends, and holidays. In the event of an emergency (e.g., inclement weather, disaster coverage, etc.), may be required to work report for duty outside of scheduled shift.

    In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.     Specialized Experience: One year of specialized experience is defined as experience with 1.) coordinating intelligence operations that support counter-terrorism operations/activities; 2.) developing partnerships with domestic and international intelligence agencies; and 3.) providing communications intelligence collections support to conduct production and analysis of data. Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.



    This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).



    SELECTIVE PLACEMENT FACTOR This position requires fluency in the Spanish language orally and in writing. You must be fluent in Spanish language orally and in writing.
