MSTS is looking for a manager to lead a team of network and cyber engineers and technicians, in solving national security challenges. This is an exciting opportunity to lead a growing team set work on cutting edge cyber and network solutions.

Key Responsibilities
  • Responsible for growing a new team in the areas of cyber and information sciences, network protection architectures and processes
  • Lead and manage this growth area for the MSTS Special Technologies Laboratory, to include maintaining staff by recruiting, selecting, orienting, and training employees and also maintaining a safe, secure, and legal work environment
  • Accomplish results by meeting with sponsors to plan strategies and new approach areas and then clearly communicate these customer needs and specific project and task expectations to your team
  • Work with your team to plan, monitor, and appraise project results and status. Coach, counsel, and discipline staff members as needed to achieve results
  • Establish internal team growth goals with local management based on the needs and expectations of sponsors. Working with the Division Manager, develop courses of action to attain these goals and set up methods and metrics to track and evaluate the status of these objectives
  • Working with the Division Manager and the Project Management team, develop financial objectives for growth of the new program work by forecasting requirements, preparing annual planned work and budget expenditures. Analyze variances and initiate corrective actions as needed to meet planned objectives
  • Continue to manage sponsor relationships and support cyber analysis, evaluations and assessment requirements.
  • Coordinate limited objective experiments if needed.
  • Maintain quality service by enforcing quality and customer service standards. Promote continuous improvement activities by analyzing processes and identifying trends and then use this data to recommend system improvements.


Due to the nature of our work, US Citizenship is required for all positions.
  • Bachelor's degree or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience.
  • At least 10 years of experience managing networks, working with classified networks, and cyber based exercises is preferred
  • Experience and training for TEMEST networks is preferred.
  • Experience working on classified government networks and systems is preferred
  • Understanding of network protocols and the nature of cyber vulnerabilities is preferred
  • Experience with scripting languages is preferred
  • General understanding of good software practices is preferred.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must have a valid driver’s license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants for employment need to be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Applicants offered employment with MSTS are subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment.

Department of Energy Q Clearance
(position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”
