Position Overview


Under direction, administers a highly sensitive program function for the Alton Call Center. Provides prompt and accurate information regarding services offered by Department of Human Services (DHS) to inquiries received on a toll-free information line and through electronic inquiries from the general public, persons seeking services from DHS, out-of-state agencies and the news media. Performs professional casework activities in providing public assistance services available from requirements for public assistance using the Integrated Eligibility System, issues supplemental benefits or completing overpayments and completes case documentation. Performs highly technical research, interpretation and analysis of federal and state statutes, regulations, rules and policies for evaluation, identification and resolution of systemic barriers interrupting service levels for individuals. Works with central level bureau, offices, divisions and Family Community Resource Centers (FCRCs) to perform advisory functions to maintain and interpret Department programs.

Job Responsibilities


30% 1. Responds independently and professionally to diversified telephone and TTY/Nextalk and email inquiries from DHS providers, customers, other state, federal and local agencies/organizations and the general public regarding agency policies, program and services related to transitional services (i.e., Temporary Assistance for Needy Families (TANF), Residential Services, Educational Services, SNAP, Alcoholism and Substance Abuse Services, etc). Keeps abreast of all new policy and procedures in order to determine related eligibility requirements and factors.

2. Utilizes independent research and investigative techniques to determine circumstances related to the provision of a broad range of public assistance benefits. Through the development of individual case research and problem resolution, identifies programmatic, procedural, and/or operational internal and external systematic barriers or instances of potential fraud and abuse of DHS programs. Reviews and analyzes state and federal regulations, litigation, and DHS policy in order to delineate service provision options and resources to a broad base of the client population, members of the legislature and the general public. Provides intensive case intervention to assist in the resolution of problems and issues that impact service delivery.

3. Conducts personal interviews, resolves problems and inquiries. Provides consultation to other organizational components of DHS concerning the consequences of their initiatives upon access to support service programs.

4. Performs professional casework tasks and duties for all categories of assistance be determining eligibility with review of all factors for verification and expenditures using electronic clearance system and any additional information.

5. Compiles monthly data and prepares monthly reports on all unit activities. Formulates responses to inquiries received via the Internet. Initiates, monitors, and completes special projects as assigned and follows through with correct procedures according to established policy.

6. Participates in meetings to identify common or unusual problems and call patterns which are the basis of upper management recognition of potential crisis through DHS. Monitors functioning of DHS programs to assure the needs of the specific client population are met. Develops documentation of program-related systemic barriers.

7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.



Minimum Qualifications


  • Requires a bachelor's degree in psychology, sociology/anthropology, social welfare or a closely-related field.
  • Requires one year of professional casework or crisis intervention experience in a social service agency, or successful completion of an agency-sponsored training program.



Qualifying state employees in the Upward Mobility Program shall have the stated requirements of this classification waived by successful completion of a qualifying examination.
