Individual will be responsible for:

- Working effectively in collaborative team environments with little supervision; is proactive about reporting progress, risks, and/or challenges to program managers

- Identifying opportunities for transformations of technology, process, organization, and human capital

- Using market research, customer surveys, customer feedback, and enterprise data to understand needs, determine gaps, and identify opportunities

- Collaborating with stakeholders in the development of innovative approaches to address highly complex strategic, operating, and resourcing challenges

- Identifying and recommending metrics that will measure and drive transformation program performance

- Developing prioritized recommendations, strategic plans, and roadmaps, linking these to the satisfaction of PMO goals and objectives

- Facilitating meetings to assist management in the development of clear statements of quantifiable goals, objectives, and metrics. Directs data collection efforts, to include interviews, surveys, and focus group studies

- Designing and directing process modeling and simulation activities under consideration and to envision and guide the design of alternatives

- Providing support for the design and implementation of enhancements to information processing systems

- Lead or be a member of a team of analysts that apply process improvement, reengineering, modernization, or transformation principles, approaches, and methodologies that lead to increased efficiency or effectiveness in operations management

- Experienced in assessing process performance in complex technical environments, involving linkages between operational processes and outcomes

- Act as liaison and conduit between government/stakeholder organization representatives, and internal project technical staff (such as database and other application developers, or analysis and modeling staff)

Secondary Responsibilities:

- Ensuring proposed process improvements align to strategic objectives, and initiatives are compliant with appropriate maturity models and reference standards

- Assists with finding trends and reviewing data to determine systemic sources of error and variance from metrics and desired objectives

- Supports coordination between multiple project teams to ensure enterprise-wide integration of reengineering efforts

- Ability to interact with business users including management and translate business requirements into technical solutions

Client and Project Description:

The U.S. Customs and Border Protection (CBP), Investment Analysis Office, under the Office of Finance, is a dynamic organization that requires rapid turnaround of accurate and defensible products and deliverables to a diverse executive audience, from the Commissioner level on down. IAO provides financial modeling, business transformation, advanced data analytics, strategy, strategic communications, and training. IAO requires access to a broad range of support capabilities and skill sets to meet the CBP mission needs.

The Data and Systems Analyst (Journeyman) will support the strategic and technical establishment of a new Project Management Office (PMO) within the CBP Office of Trade (OT), Mission Support Directorate (MSD), and expedited establishment of PMO procedures needed to launch operations and onboard staff. Complete comprehensive requirements gathering to define and plan for needs and infrastructure to create a custom, scalable structure that promotes the accurate and efficient management of a wide variety of projects in MSD

Small team with colleagues at the Senior Associate and Manager level aligned to the O&OT service line
