Summary


As the Travel & Transportation Management Specialist, you will be responsible for independently implementing a variety of

international travel policies and procedures for APHIS and International Services, which have worldwide impact on all APHIS

Foreign Service Officers and their dependents.



Responsibilities


  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • Provides advice and guidance on federal laws, regulations, and policies pertaining to the worldwide movement of APHIS employees and Foreign Service Officers within IS and their dependents.
  • Provides expert and technical counsel and guidance to employees by interpreting the policies and programs that impact personnel travel.
  • Identifies and resolves operational problems affecting the international travel within all of APHIS and for its Foreign Service Officers.
  • Participates in formal training programs for APHIS and IS as well as conducts orientation procedures for newly hired Foreign Service Officers and Foreign Service Nationals.
  • Provides written procedures pertaining to USDA and Department of State policies and/or guidelines with respect to travel and transportation activities.
  • Serves as the APHIS representative to IS for international travel as well as the liaison between APHIS and FAS in dealing with passport and visa acquisition and control.

    Qualifications


    Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.



    TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.



    FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
    • Experience with the laws, regulations, policy and procedures affecting the authorities and payment of travel expenses to include domestic foreign and relocation travel.
    • Experience with providing assistance to all levels of employees using Concur electronic travel system
    • Experience with an accounting system to de-obligate funds and reconcile accounts
    OR EDUCATION
    • Master's or equivalent graduate degree in the field of study such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related.
    • OR 2 full years of progressively higher level graduate education leading to such a degree.



    FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
    • Experience with federal, state, or other travel regulations, policies, procedures, and other information applicable to domestic and foreign travel.
    • Experience in managing travel requests and reimbursements for an organization where travel is frequent
    • Experience with training and providing assistance to all levels of employees on using electronic travel systems
    OR EDUCATION

    Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree

    Equivalent combinations of education and experience are qualifying for this grade level.
