The goal of this recruitment is to fill the position at the Human Resource Analyst 2 level. However, we encourage candidates who meet the minimum qualifications for the Human Resource Analyst 1 level ($3,960-$5,840/mo.) to apply, as the department may consider underfilling the position

What you will do:

Provide a full range of professional and technical services to employees and managers with an emphasis on recruitment services, strategic counsel and professional guidance in support of the department's goal in recruiting and retaining a highly qualified and diverse workforce. Perform the full recruitment lifecycle from drafting a job posting, actively recruiting candidates, reviewing applications for qualifications/skills, assisting on interview panels, conducting pay equity assessments, and drafting job offer letters. In addition, you will assist with developing and tracking goals in the agency's Affirmative Action Plan

Working Conditions


  • Work is generally performed in an office environment at the Salem Headquarters office; occasional after-hour, and/or weekend work is required. Regular attendance is an essential function required to meet the demands of this job and to provide necessary services. Some travel, including overnight travel to field offices and to attend meetings. At times, travel may be on isolated roads and rugged terrain or under inclement weather conditions

  • May encounter emotionally charged individuals. Requires working with multiple projects and priorities, handling demanding issues and working with conflicting and/or short timelines. Participation in meetings of complex and confidential nature is required. Must exercise critical judgment at all times in managing high volume/high quality HR generalist functions


  • This position has been designated to have authorized access to FBI Criminal Justice Information Systems (CJIS) systems or unrestricted access to a terminal that has Law Enforcement Database Services (LEDS) capability, and/or to have direct responsibility to review, and/or be provided with a copy of a criminal history background check printout. To verify identification, the successful candidate shall be subject to a CJIS fingerprint-based record check and will need to complete a yearly online security awareness training

Applicants are subject to both a criminal history and motor vehicles check. Driving is a requirement of all positions. Out-of-state finalists will be required to present a current certified driving record for review to be considered for the position. Be prepared to obtain as soon as possible. We are seeking applicants who meet the minimum qualifications and have the following skills and experience:

The goal of this recruitment is to fill the position at the Human Resource Analyst 2 level. However, we encourage candidates who meet the minimum qualifications for the Human Resource Analyst 1 level ($3,960-$5,840/mo.) to apply, as the department may consider underfilling the position

Minimum Qualifications for a Human Resource Analyst 2:

  • Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or related degree; and two years of Human Resource professional-level experience related to the position; OR

  • Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, and three years Human Resource professional-level experience related to the position; OR



  • Five years of Human Resource experience related to the position. Three of the five years must have been at the professional-level.

A Master's degree in any of the above fields of study may substitute for one year of professional-level experience

The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience. Valid Certification as a SHRM Certified Professional awarded by a nationally recognized organization, substitutes for one year of human resource professional-level experience

Minimum Qualifications for a Human Resource Analyst 1 (underfill option):

  • Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or related degree; OR


  • Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, and one year of Human Resource experience; OR

  • Three years of Human Resource paraprofessional or technical-level experience

The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience. Requested Skills:


  • Experience performing full cycle recruiting processes
  • Experience actively sourcing candidates, especially those from underrepresented groups
  • Experience providing consultation and technical assistance to management and employees in the interpretation and application of collective bargaining agreements and other personnel rules, policies and procedures
  • Ability to maintain professional demeanor; excellent communication, facilitation and creative/strong problem-solving skills related to recruitment processes
  • A strong understanding and commitment to creating and fostering an equitable and inclusive workforce
  • Experience assisting with and/or independently completing an Affirmative Action Plan
