This position provides the direct day to day management and supervision of the prorate processing and customer service personnel to ensure compliance with the IRP/IFTA plans and proper reporting and payment of registration and fuel taxes. The position will develop unit goals, objectives and ensure they are realized, ensure staff and deputy registrars stay compliant with IRP/IFTA and statue compliance. This position assist the Program Manager and Program Director in development of strategic plans, goals and outcomes for the IRP/IFTA unit.
This position is involved in the direct administration and formulation of policies and procedures that relate to the registration and fuel tax programs for the interstate motor carrier industry. The position requires the ability to provide effective and proactive management with a commitment to constant improvements that benefit the organization and the customers. The position requires detailed knowledge of prorate including IFTA and IRP, financial accounts receivable, payable and reconciliation functions, and the requirements for titling and registering vehicles and equipment under these agreements as well as applicable state and federal law. The position must have an understanding of public finance and budgeting, program analysis and administration, and have the ability to motivate staff. The position must be able to communicate effectively in writing and orally and have the ability to cultivate relationships within the constituency served. The position must be adept at reading and providing sound interpretations of the rules, regulations, and statutes governing prorate as well as the titling and registration of vehicles and equipment. The position must be an organizational wide thinker and work with others in Vehicle Services and DVS to ensure effective and efficient services are delivered in all program areas including providing resources and staff to other program areas to achieve organizational wide goals and objectives. Must have working knowledge of labor relations and contract administration and the ability to implement and enforce same. Ability to work cooperatively with individuals from diverse backgrounds and underserved communities.
1. Word, Excel Processing, Powerpoint (sufficient to use software to create, format, edit, print, and save a variety of documents, including invoices, letters, spreadsheets, tables, charts, and graphs)
2. Experience in the development of training material and presentation skills.
3. Previous supervisory skills
4. Knowledge of the IRP, IFTA, registration and fuel tax procedures and compliance record keeping requirements as they apply to commercial vehicles.
Light: Requires occasionally moving and transporting such articles as file boxes and heavy hand tools or heavier materials with help from others, and moving and transporting light objects frequently. Even though the weights being moved and transported may be a negligible amount, a job in this category may require positioning self to move to a significant degree or may involve maintaining a stationary position for extended periods.
